Admin and moderators in Rust

You'd need to set it with whatever plugin you are using to add the title. Oxide and Rust by default do not add any title. -
Do you have any clue what it could be called please? having trouble finding it

My friend and i are trying to make a server and we put everything in as you said to and we are owners, but in game we can do anything as admins. We have been trying to figure this out for hours!! Please help!!

Did you write "server.writecfg" after adding urself to Admin ?

Yes and we still dont have admin "powers" ingame

I did relog, multiple times and the admin powers i'm missing ingame is im not able to spawn anything, basically im not able to do anything an admin can do

What was the exact command you used for assign yourselves as owner, and where did you use it? -
I used it in the console of Rusty and i did ownerid 76561198120965206 "Mao Zedong"
It says i added myself as owner though but i cant do anything. -

Yup, in the users.cfg file is empty too, you said to look there to see if we are owner/admin
But when we added ourselves as owner it says that we have been added as owner -

If users.cfg is empty, then it's likely it was never saved. You could try adding the lines manually to it though while the server is offline. -
