It seems what crates refresh every 1 minutes, but because crates spawn in different times they refresh in different times too. So if for example 4 crates spawn in 8:30 then they will refresh in 8:30+refreshtime, but next group crates spawn in 8:31 so then they will refresh in 8:31+refreshtime. It is easy to check, just find in RCON group of crates, remember their count and time, add refreshtime to time and you will see next record with same count of crates.

is there a way to add targeting computer to the loot, not common but rare.For now all i can find are cctv cameras and no targeting computers, after a month of searching, it just doesnt drop at all.. -

Did you really use Better Loot from link BetterLoot | Page 37 | Oxide ? If yes then try to delete config file and reload plugin. After this actions you will have in the config file new block called "rarityOverrides"

Just installed this and some players were complaining that Heli loot is useless now since then so I uninstalled and Heli loot was good again has anyone encountered this? or is there a fix?

A few players are saying they can't find the C4 BP or drops, I have the up-to date version on page 37. Any idea on how I can debug this / or increase the drop rate for it.

I don't see any mistake. Try to play with values "blueprintProbability" and "baseBlueprintRarity". For example set it to 0.09 and 2.6
