Thinking about making a report plugin

Not sure where to post this cause this isn't a plugin request neither a issue.

I'm currently thinking about trying to make a plugin so players can report hackers and such.
Examples of what I'm thinking about doing.

Code:

/report
*RESPONDS WITH*
Please enter a Players name & reason
/report (PLAYER) "Reason" 
-----------------------------------
/report Pvpeon "He was totally hacking!"
*RESPONDS WITH*
Reporter: 
Your report was sent successfully.
Staff will check it soon.
Reported: Pvpeon
Reason: "He was totally hacking!"

Something according to them.
If you guys want please leave some suggestions below in the comments.
This will be my first ever OXIDE plugin and hopefully will help me learn a little.
I know a little C# but not sure whether or not to use LUA or C#?
I heard C# is easier to make plugins but not sure?

 

Possibly a GUI/UI report plugin?

 

Ok, well I'll see what I can do.

Also, I see notifier is no longer supported & listed on here.
I'm also think about trying to make a Join & Leave notifier plugin.
Is there another plugin that does the same that is up to date.
If not I'll be working on the Join & leave plugin then.
