i just stopped server, installed oxide, restarted server, opened ftp..nothing different

It looks like Oxide was not installed, as your log shows the plugins loading now. Your Prod.cs and Chat Handler plugins have errors, but all the rest of the plugins appear to be working just fine. -
the big one everyone is screaming about is opening chat and typing /loc this is definitely not working

Do you see an error about it? Do they see any messages at all? That would be an issue to report in that plugin's thread. -
it literally does nothing. I open chat by hitting T and on the line i type ?loc and the chat bar closes

If you used /loc and it didn't work, then it sounds like there is an issue with that particular plugin. I'd suggest testing other plugins, as well as the Oxide commands in the server console or RCON to double-check that Oxide is running. -
I currently have RUSTY that was suggested by Gameservers.com. is there a different RCON program to use for command management?

That error/warning isn't anything to worry about.
What else have you tested? I can't really help without details, updated logs, etc. -
I have tried compass, heal, god, give, many more. nothing
I have entered /loc and /compass in the chat window of the game, in the F1 console, in the RCON console...nothing
I am trying my very best to google things and to search these forums and trial and error but its like reading chinese.
I have ran two BF4 servers for the past two years using frostbite rcon interface. plugins there are as simple as checking a box. These are complex and way over my head and i made the mistake of building a following before I had the admin stuff figured out. now they are dropping like flies since I have erased their bases 4 times today -

Chat commands (prefixed with /) are only for the chat, not the F1 console or RCON. If no plugins are working, then it it's likely you still don't have Oxide installed. If the plugins were erroring, you'd see the errors in the logs. If Oxide was working, you'd have working plugins or see errors about the plugin commands not working. You can test if Oxide is working by using the "version" command or any other Oxide core command in RCON or the F1 console if you are set as owner or moderator. Keep in mind that every time you run a Steam/Rust update, you have to install Oxide again as it's a mod of the game.
P.S. Battlefield 4 doesn't have a modding platform or plugins.
