Maybe it's from the lack of support of Cyrillic alphabet in the game. And secondly, most importantly: administrators and users Russian servers don't bother to transition to RU. The messages are there to be translated, not overwritten with another language. If a server owner wants to copy them to another file, that's fine and on them, but Vanish.ru.json is what it should be in and shared as.
