Setting up a Rust server with Windows

Hello, I've put the oxide 2 files as listed above in the server folder, but when I start it won't create an oxide folder in the identity folder, how can this be done?

Is that for only the first time starting or do I have to start always the server in the "normal" way?

i know this is a stretch but maybe you geniuses here can help. i use Gamerservers.com and when ever i try to update oxide the server dies. i tried updating oxide manually through the FTP (this has worked for me in the past) but just get this error
550 Not enough privileges.
: /1120594/ruste/RustDedicated_Data/Managed/Assembly-CSharp.dll
anyone else having issues with gameservers.com and oxide? is it just my server? -
I've used GameServers too.
