It should be visible in the server list if the port is indeed forwarded and open. If you can't find it in the list and nobody can connect using your external IP address, then the port is most likely not open still.

So I'm new to running a server and I followed your directions and for some reason, every time I open the batch file as an administrator, it either runs in the background, or closes instantly. Then when I just double click it, it opens but doesn't do anything. I added my batch file as a text document

When I use "connect localhost" in the console I connect fine and everything works perfectly. You have any suggestions?
EDIT
My problem was that we were using the external IP address to connect while on the network. I can connect by connecting to localhost, my roommate can connect to the static IP, and people outside our network can connect using the external IP. I updated server hurtworld and oxide, now i open 100%, but not show in list and not connect...
What is problem?
Before I update was on normal and now I updated not the most :/
