You need quotes:
/kit add Starter "Items to get you going"
You can also mention the options you'd like after that
-maxXXX => max numbers of time a kit is allowed to be used
-cooldownXXXX => cooldown in SECONDS of the kit
-authlevelX => required authlevel
So if you want the starter kit to have a 10 minutes cooldown you would use
/kit add Starter "Items to get you going" -cooldown600

this is a bug from HumanNPC, no reasons reason for the error, seems to happen only on server start.
reloading the HumanNPC plugin fixes the bug -

It's still broken and you do not able to set both of it at the same time
but you can make with max command and include in data file following(i.e. for example for 3600sec)
"cooldown": 3600.0,
But I do not prefer to use cooldown. For example if you setup cooldown for 1day(i.e. 86400sec) it will shown in chat for next attemp "you should wait 86358,888883848347378423482436826482648263sec for next usage" which need to be corrected as 1 day x hrs x minute etc. Also cooldown thing is making lag
Also when you use your kit, it shows in kit list still max amount(i.e. not remain amount)
For example if you set max 5 for starter kit and used several amount(i.e. even used all of them) it will still shown in list as max -5 (i.e. it should be remain amount and when it's finished, it should mention 0(zero) or "all used" something else - just as old kit)
Also /kit list not able to modifiy for colour chat format etc. that's why I modified plugin
End of the day one more time I prefer to use old kit system which working perfect -

So for you the plugin isn't working? That clearly doesnt mean the plugin isn't working, still work to do on it ... But not that it's not working.
