The family sharing bug is usually temporary. Happens on my server too. Usually retrying to connect several times will result in the player being able to log in. The k_EAuthSessionResponseUserNotConnectedToSteam is usually due to poor connection between player and server, or of course if they are trying to connect w/o steam.
