Permission Data Migration

Hey, just moving all of my server data over to my new server and i'm almost done. I was moving the users.data and groups.data over but I still don't notice a difference with permissions and nobody has their old perms that i had from the old server, even with the new file pushed over. i was wondering if there's something i need to do to apply that so it pushes out everyone's perms

 

No i did it while server was online and it didn't appear that they were overwritten. I'm restarting now to see if they'll take affect
