Would anyone like to make a chat based text game. The game will give the player a coordinate, and an I spy hint. The player would have to go to that local and type what they see. If they get it right they move on to question 2 or they get rewarded.
Simple in concept, not sure how hard it will be in development. But it should help keep people moving around the map.
As the admin I would create maybe 20 different points on a map and the game could randomly select 4-5 of them and give a reward based on distance travelled or something like that.
