1. Can every os run extensions. And also do some server hosts not allow them. If i make one would it not be able to be used by everyone is my main question

    As long as you don't try to use certain OS-specific features ten you should be fine. Extensions on our site need to go through an approval process and may not be approved still depending on their purpose. Extensions are not sandboxes, so we are cautious when accepting them as there are many hosts that have shared environments. Not all hosts allow manual upload of extensions though, and some may not allow third-party ones either. With no sandbox, there's potential for a lot of malicious behavior.
     
  3. It is possible to compile in runtime from a string though correct? Such as pulling plugin info from a php file and compiling it from the extension?
