Rust Chopper directive

CS Plugin for doing the following.

If there is an active chopper, Tell it to go to certain target or coordinates
Control the fire type of the chopper. (Shoot only rockets or only machine gun)
Change fire rates of chopper
Instantly kill chopper if it is already active
Control Chopper health
Send multiple choppers at a target.
