If you are properly setup as "owner" with Rust, you'll be automatically added to the "admin" group in Oxide; otherwise: usergroup add YOURSTEAMID admin. If you are just trying to allow sign usage to all though, the second command Resistence gave you previously would apply to everyone. -

Got the permissions added this is what i did.(I use
Rust:IO Clans for Rust | Oxide
After you made your group/clan in console in game press F1
usergroup add 'clan/group name' admin -I wrote usergroup add NATO admin
grant group admin signartist.url
grant group NATO signartist.url
permissions done .

PS. You are automatically added to the admin group if you are set with ownerid in Rust already. You also wouldn't want to create a group with your name, and unless you made that group with your name, you wouldn't be able to grant to it. -
i have set permissions for admins mods and players on my server admins are able to use the sil command when players try to it tells them they dont have permission. i have set permissions on rcon and in game and have rebooted the server.

Which command did you use to grant the players permission? Rebooting will not change anything either, permissions are effective immediately. -
I find it easy to just add permissions to a group/clan for player access. If the clan is called NATO this is the example I used:
In game console or rcon enter: grant group NATO signartist.url -

grant user steamID signartist.url
what i did.
grant user 58210754 signartist.url
you should be good. -
Thats not steamid64 and best to add it to the group

oxide.grant group default signartist.url
oxide.grant group admin signartist.url
oxide.grant group admin signartist.owner
oxide.grant group admin signartist.cd
oxide.grant group admin signartist.raw
oxide.grant group moderator signartist.url
If you have any other none staff groups then add the signartist.url permission only -

Which image URL did you use exactly? -
Gif`s and too long urls will have that result. Just go for shorter urls.

anyway of changing cool down timer with out changing the config?

It says "You dont have permission to use this command!" Can someone tell me of to get perms because im the owner and it still wont let me

Owner doesn't grant you any permissions. You can grant the permissions by using the grant command along with the permissions listed on the Overview. -
