Microsoft windows uses 2GB RAM as default. With superfetch and other crap turned off I got this down to around 1GB, leaving 3GB of Ram free for the only application on the system, Rust Server.
My server, currently with 31 sleepers and a record high of 10 players online at once works just fine.
Sure it would be nice if I could stick more RAM in this thing, but for the PVE server I host - it's all I need.
Besides, I've never seen my RAM usage go over 3.6GB
Server FPS is too low?

8gb for small server 10-150. 16gb for a 200+ server without oxide and mods 4 gb 10-150 8gb 200+. That was my experience with rust server on windows. -
I was looking for a command and came across this thread. Everyone talking about 2012 r2 issues and vm's being shit really dont know what they are talking about.
vms are fine, if you know what you are doing. I run a 2016 vm under vmware with 8gb memory and 2x cpu. I get 500 fps with 30 odd people on. Don't listen to these people. There are a massive amount of things to consider running this under a VM. if you dont know what you're doing. Don't do it.
- If you are going to do it, set the VM to 128mb of gfx. You don't need 3d support http://i.imgur.com/yE4sqUR.png
- Make sure you assign two cpus
- set fps.limit -1
This server was fine with 20 plugins with 90 people on. Avg around 100-200 fps.
