Atm that isn't possible but you can try the previous version but I don't know if that one in working correct.

The Noraidzones plusgin is only working on bases and not on players So they can kill each other but they can't raid any bases or whatever you've set as an noriadzone

 

that is a tricky one.
Maybe give default group the permission and then make the players a nrz themself.

So /grant group default noraidzones.use
