    I cannot get this to work on my server.
    I've reinstalled both Oxide and the NoGiveNotices plugin and restarted my server numerous times, however everytime the give notices are still there in the chat.

    Your server has an old Mono.Security.dll being installed by either your host or not fully updated when updating Rust. The error doesn't have anything to do with this plugin.

    You'd have to delete the Mono.Security.dll from RustDedicated_Data/Managed and run SteamCMD to update it else your normal update method.

    I tried updating the Mono.Security.dll but the plugin still doesn't work, I'd assume it's my server host provider.
    Is there any way I can get an updated dll from somewhere and upload it to replace the outdated one?

    It's provided by Steam from the Rust install. You can get it by installing locally, but if your host is somehow installing an older version over the normal install, it will keep doing it.

    And where do you dear developers take this or that information when writing plug-ins?

    This does not log item giving, it only hides the chat notices. Logging could be added, or a separate plugin could be used for logging.
