Rust Tool Cupboard *Resources Allowed* Modifier

I am currently running a medieval role play server where you can't upgrade past stone. One of the rules on my server is no griefing, or altering someones base via obtaining their tool cupboard. I am currently using the DamageControl plugin and wanted to prevent damage being done to tool cupboards, but I don't want players to be able to store gun powder, metal frags, hqm or other resources in there that they don't need for the upkeep.

So I am curious if there are any plugins out there that lets you modify which resources the tool cupboard allows in it, and if there isn't one, is it even possible to make a plugin that would do that?
