Regards to the permission system, I have set it so you can control who has access, so if you want everyone then just type "oxide.grant group player"
I have done this so that admins can controll who gets it, for example maybe only people registered to your site or VIPS. But if you are wanting a way for admins to be able to toggle globally then please give me a scenario so I can get a good understanding of how to implement it.

if all would steal from each other - the value of the game is lost. Information Interests disappear.
if you pay for the VIP players - not just the players interest in playing.
I see no reason -
1: I created this mod for my server, it is standalone but will be designed to work with others (eg: Guards)
2: I am developing mechanisms to reduce the OP state of this mod such as Failure rate, resource costs and cooldown periods.
3: The user of this skill is also at risk as they do not get rights to any door they pick and must repick the door again, This means if they open a door to a turret they would then be killed unless they killed the turret in time.
4: This mod adds an extra layer to end game and new spawns and endgames now have to keep in mind that its not just C4 that is a threat.
If you feel this mod would not be suitable for how your server has been designed that is fine, in that case you are free to not use my mod. I only uploaded this mod in case other people are wanting to add more Roleplay to there servers.

is a nice plugin! i going to probe on my server today.
a comment:
maybe in future option you can add a graphics bar to show progress,
a system of level (for use and success) that increases the chance to open doors and reduce costs and cooldown,
costs is a good idea but a diference between locks is important. ex: key lock costs XX MF, code lock cost XX HQM -
The graphics overlay would be something I would implement once I know a way to make lockpicking take time.
