Simple answer: It isn't possible to push it to the client, because its not a synced variable.

How do new items get added? Is that something that needs to be changed in the plug?

I just removed my config and reloaded the plug.
It didn't add corn to the newly generated config. -

When I pick it up it's usually in stacks of two.

How to use it? I've downloaded "StackSizeController.cs". Where should I place it and what should I do to make it work?

You put the file in your /oxide/plugins folder.
It will autoload and create a config file called StackSizeController.json in the /oxide/config folder.
To customise, you'll want to edit the config json, then oxide.reload StackSizeController for the edits to take effect.
Be careful editing the json file. One mistake means it won't load or work correctly. -

Oh, yeah..You have to install oxide first.
Any of these mods/plugs will require oxide.
Installing oxide requires you to stop your server. -

Who is your provider?
My server config area has an option to automatically install Oxide and Rust.I.O.
I've never manually installed either of them. -
