Rust Spawn Rowboat

Hello,
I would like a plugin so that any player can spawn a rowboat.

Permission:
rowboat.admin : gives all the autaurizations
rowboat.use : allows to use a rowboat
romboat.give : allows to give a rowboat


Commands Chat:
/spawnboat : Spawn a rowboat where you are looking.
/giveboat {player or steam ID} : Gives a rowboat to the player

Console Commands:
spawnboat {player or steamer ID} : Spawn a rowboat infront of the player with the specified ID
