    oxide.group add admins
    then
    oxide.grant group admins cancustomimage
    and then
    oxide.usergroup add <username> admins

    That's only the permission if using the official version. The unofficial fixed versions use different permissions.

    It means the image failed to save, so either an invalid image URL was used or it timed out.
