1. How do you connect to Rcon. Do I need Oxide for this?
2. What commands can I do on the server without Oxide?
3. The ownerid / moderatorid don't seem to have any effect on my player. Do I need to rejoin after doing this? Do I have to update the users.cfg file? Do I need Oxide for this to even work?

Use RustAdmin RCON Tool for Rust | Oxide for rcon
Server commands for Rust | Oxide
Type in rcon ownerid steamid64 "player name" "reason"
then use server.writecfg -

RCON is provided by Rust, not Oxide. You'd need a third-party tool like the one Resistance mentioned.
You can always find the latest commands using "find ." via RCON, your server console, or in-game if you have permission.
