Predertimined art onto a sign

    Is it possible to put predetermined art onto a sign, but with a as minimal delay as possible rather than loading a image from a url or anything such as that.

    Yes, take a look a plugins such as Magic Signs, Death Signs, etc. You'd still have to use a URL or file on the server.
