if you have oxide and plugins then its on the mod tab you do need to open your ports in your router and windows firewall and if any antivirus most have built in firewalls and windows 10 is the worse for running a server on as that version is very security based

Port Checker - Check Open Ports Online
Open Port Check Tool - Test Port Forwarding on Your Router
make sure server is running first it will auto put your correct ip just change the port -
-
What ip did you use in the firewall and router -
WAN Interface: ADSL_DEFAULT (not sure which WAN interface I should be using)
WAN IP: (external IP address )
Start Port: 28015
End Port: 28015
Translation Start Port: 28015
Translation End Port: 28015
Server IP Address: (host machine's local IPv4 address)
Protocol: TCP/UDP
The IP in the firewall is set to allow an IP through. I've also tried it by specifying the host machine's IP but it still didn't work. So basically both are set to use the host machine's IPv4 address on the local network. -
ok ipv4 on host is correct but as you are using windows 10 something is blocking it
try this
How to Check Open TCP/IP Ports in Windows -

You can use this tool to check if the server gets listed via steam query: AdriaanBoshoff/GetServerAtAddress

Let it run for a while say 1 hour then check it in your client

Open that link > press CTRL + F > search for your IP. If it isn't blocked then I don't really have an idea. Sometimes when you host the server from the same PC you are playing on it will fail to show on the list. Give a friend the IP and port and ask them if they can connect. -

Issue was solved by creating two outbound rules, one TCP and the other UDP, and assigning them both to the rustdedicated.exe file and allowing insecure connections. By changing this, people were able to connect through the internet.
