Solved Placing pump jacks?

Hello.
I saw on the Chicago server admin can install the pump jack for players. I have a personal server and am administrator. have a plugin for it? Currently, even with the probe grenade I am incapable of istaller them. Thank you for helping me.

The command is actually plant 91

 

"91" is not it either
