Make sure you aren't using the tags around the group name and permission, they were just there to symbolize a replacement. -
in not i just left them there for clarity. looks like my server host is using "20150410 update 2" is this my issue? i do know how to manually add oxide through the FTP

Yes, that is outdated. To install a latest version, just download the latest Oxide zip, unzip it, and upload the contents to your server root directory. -

The latest Oxide has default groups now by the way, so you can simply add the permission to the "player" group that Oxide creates. -

can you make that player can have more than 1 pet? and that admins can change the hp,movement speed,attack speed,damage,and more from the pet? that will be awesome =) (maybe that can animals use weapons or can have more defensiv if you put equip inthe inventory or heal your pet with medic
) -
You already can modify hp\attack\speed\damage in config. (for all pets)
