Rust Notify for only groups of 3

I'm looking for a plug-in that will notify players that they can be united only into a group of 3 people.

 

You will need to pay a coder to make it for you as nothing like that has ever been coded here

 

could use AutoBroadcast and so it broadcasts to everyone
