Damn, that looks right man.
I'd be tempted to completely disable windows firewall, temporarily, just to rule it out.

 

Ae you running any anti virus program as some have built in firewalls

 

I turned it off and checked, nothing has changed

 

Dont turn it off you need to allow it so the ports are allowed in the program if you have skype I can help
