Rust Max gibs per player

it can be possible to build 1 plugin wich will change MAX GIBS for new players on my server ? i need something because of that :

 

i think that's just a client setting, no? odd.

 

You cant run client side commands on players anymore, since rust blocked it over a year ago. So its not possible.
