Locking belt items to prevent change?

Hello all,

I'm looking for a way to lock the items that a user spawn with on their belt. I've seen this on another server and I was wondering if there is currently a mod that does this, or a configuration that I can edit that will do the same. I apologize if this information is already posted elsewhere but I haven't had any luck finding it if that is the case. I appreciate any information.

I apologize, I meant i want to lock the equipped gear slots. For example when someone spawns on my server, they have certain gear on. I want to lock these items so that they cannot be removed or replaced.
