High CPU usage, low fps, server lockup

Ok here's the story as I know is so far.
After the April 5th update and patch, I have had nothing but problems with my servers.
Here's the pertinent information.
I operate 4, sometimes 5 servers (Test server, or whatever that doesn't always run)
1 Vanilla Server and 3/4 Modded servers.
I have a dedicated box from NFO. (Intel Zeon(R) E31270 @ 3.4GHz, 32GB ram) Plenty of machine.
Since the update, 2 of the 4 that run all the time, can't even be played on. They startup like normal, no big issues. Maybe a little resource heavy on cpu during startup, but whatever, I can deal with that. But once they're up and running, the won't leave 1 fps (server side).
The other 2, will operate almost fine. 1 being the Vanilla, the other being the heavily modded, battlefield style server. By "almost fine", I mean I have notice a serious fps drop since April 5th. Not to the point where they can't be played on though. But enough to notice. Roughly, went from over 800 fps, to barely getting over 200 fps. But they will maintain that fps, making them playable without much issue from the players' stand point.
With the two that are causing me the grief, I have tried everything.
aimanager.ai_dormant true, fps.limit (up), I've restarted them. I've reinstalled oxide. I've completely wiped every plugin and basically had a vanilla server, that happened to have oxide installed on it. I have started a brand new batch file to quickly toss up a test server, same result.
Finally last night, my team and I decided to do a map wipe. Low and behold, all of a sudden, well over 800 fps again. I reinstalled all the plugins, and everything seemed to be working as I would expect.
I thought we had fixed the problem. We played most of the night, without issues.
Some of my team played most of the day today, after about 6 or 7 hours, they started noticing frame drops and lag spikes and rubberbanding. They messaged me to tell me about it and of course, both of the culprit servers are sitting at 1 fps again. Nothing changed, other than a handful of players building some bases. And we aren't talking big bases here. It's only a 2x gather rate server.
So I'm at a complete loss. I don't know what else to do.
Feel free to ask any questions, and I'll do my best to answer them. I'm sitting front of my computer awaiting any responses you guys might have, so I'll take any suggestions at this point. -

Thats strange, worked well for my CPU load, was over 130% before and 50% after

How to disable this fucking helicopter new, because of it my server dies in lags....

How on earth did that happen? Do you have timed execute on steroids or something?

I think this entire problem is related to one single plugin, cpu usage, low fps, server lockup and people getting kicked when killing npcs.
Who, of the people having these issues, are you using LootConfig for their loot controller? -

Now I have 30-50 fps instead of 200 before april global update. All bots and npc are disabled.

So my host is moving my data to a new machine because it peaks to 85% ram when 150 players online, Really hope it helps the lagg is crazy during peak hours

fps 2-8 since 5th of April pre-update before the update was my server fps by 250-500. aimanager.ai_dormant true change nothing on the fps any fix for this problem?

do you run any type of bots such as zombies or AI of any type if so you need to regulate how many of them that you have on your map and if you are using a rented shared hosting most of the hosts have rather slow CPUs that can't keep up with crazy plugins I know for a fact that that gameservers hates ai/bots.

Whats your map size? Most server renters barely give you enough resources to run a 4k map... remember the bigger the map the more ents!

ya that too ^^ if your server doesn't have enough RAM it will lag tremendously.
