    Yes, likely because the plugins are broken and not loaded. The errors you posted above suggest they were edited by someone and broken.

    Check your oxide/logs for errors to make sure it is loaded. The default config is created automatically.

    It looks like you actually have the Rust version installed, not the Rust Legacy version. Make sure you get the version from this page.
