Forcing candle had to always be on?

G'day. Is their a way to force a candle hat not being toggled off? Any help is appreciated. Thx.
We've tried the onoventoggle hook but no luck and afew others. We don't have a solution.

 

You can create a zone with zone manager. And deny toggling lights.

 

You cant use ZoneManager for this use, due to the fact that ZoneManager uses the OnOvenToggle hook which doesent account for candle hats.
