No, you never need to do a force install of Oxide, it's simply a mod. I'm not really sure what that would involve with your host, but it sounds like they'd wipe out your files in that case.

  3. what would cause plugins not to be working since rust update? console reads

    (16:13:25) | [RCON][**************] oxide.reload

    (16:13:25) | Command 'oxide.reload' not found

    (16:13:33) | [RCON][******************] oxide.unload

    (16:13:33) | Command 'oxide.unload' not found

Most control panels have no way of actually telling you if it is installed, just that it was once installed in the past. EVERY time you update Rust, you need to re-install Oxide as it is a mod.

  7. So i would have to reinstall Oxide for Rust | Oxide onto the server?

Sorry the oxide logs updated again on filezilla this is showing as a error - Screenshot
