You no longer need a plugin to be able to fly in Rust as this was added months ago to Rust itself. You can now simply use the keybind RIGHT-SHIFT+L as mentioned by a few
others already.
besides being set as mod or admin, is it possible to allow normal players or a group to fly? Not sure if NoClip

"creative" build type server. maybe a limited fly or "float" plugin for players. Players could get a tool cupboard radius limited fly/float to allow
building easier. just a thought. The idea of everyone madly running around flying all over the map seems like it would pretty much kill the FPS. lol.
