Not an Issue Fake players count (not supported)

Please do NOT hate, reply bullshit and etc.
I just want to know is there way to fake players count because found russian servers with 900/1000 players online or 400/600 and it was fake because found nobody in 30 minutes playtime. But i own small sevrer bulgarian and if i was able to make 20 players and more people will join, or its 100% NOT legit. Please help and explain like in every normal thread.
