Disable in-game server chat?

Is there a plugin or a command that disables chat in-game for the whole server?

 

possibly this

chat.enabled                         Enable or disable chat displaying (True)

 

Would that turn chat off for everyone or just myself? I would like to have it disabled server-wide

iow no one should be able to use global chat

 

It's a server convar so it must be for everyone

Edit: this seems to be disabling chat commands
