Checking if Day / Night has started

Is there any ways to check if Night has started or ended that is ran by server/oxide itself without creating a timer to check the sky's time constantly?

like onNightStarted or something?

also is there a way I can check if a plugin is loaded from a list, (without using the onPluginLoaded)
