Fixed Chat commands not working after update

    Because some get the DLL directly from GitHub and manually apply it. I'll be releasing a build shortly, had to fix a hook that someone reported as well.

    Because servers either:
    • Build Oxide themselves
    • Grab snapshots
    • Grab patches from the main download page

    • Patch on their own, or with assistance
    • Use the patched Assembly-CSharp.dll from Oxide's GitHub
    • Download from Snapshots or the site here (they are the same)
