Can't figure out how to make myself owner

I recently started a new server because my old one was very glitched. Ive only added a few plugins and i dont have the permission to do anything or make myself owner, it's really confusing for me. Anything i can do?

 

Can you connect in your own console? Like Rusty or RustAdmin?

 

None of that is working, Rusty says its connected but doesn't work. The commands in console don't do anything, the ownerid just shows up in green text and doesn't do anything either. Still can not use grant.
