Rust Block group from accessing boxes

I have made staff on my server with limited permissions. I dont want them to be able to kill or loot when they're in StaffMode. But they can open locked boxes and I think this is because they can Vanish? I can't find a way to turn this off, perhaps there's a plugin to just stop a group from opening locked stuff?

 

guess zonemanager could be a solution
