Auto Server Restarter [Unmaintained]

I'm super nub so my apologies if my stupidness offends you, but how exactly do I get this to work. I cant find a tutorial anywhere. any links would be a massive help. cheers.

I know what a .bat file is but I do not know how to make one that will work for this on 7dtd
