Rust Auto mute players first 15 minutes on server login

I'd like to automute players in their first 15 minutes on my server. I've been seeing a lot of players, just join the server, spam or advertise stuff, and quit (or get kicked) - I've realized the solution to this would be to have some type of timer/countdown upon server first login, to stop these fake "players"

I was not able to find a plugin that can do this.

I use betterchat, but I can also skip it if necessary.

Any ideas?

 

maybe with mixing the betterchat mute with the welcome plugin, and setting like a cron timer to unmute. n maybe set it for first time login only, or set # of times till plugin whitelists them.
