Rust Auto join and authorized tribes (paid $$$)

Hello,

I am new into this, with a handful of mods installed.
I have been looking at the RedVsBlue plugin and Factions. they look to be amazing, but I am not sure if they will do what I am looking for.

The Need.
What i need is a plugin that auto joins people to 1 of 2 "tribes"
When you are auto joined, you are authorized to all doors, Auto turrets and TC's owned by your tribe.

Also it it would attempt to keep tribes balanced with the option to change tribes (Admin command).

If possible on the same plugin either, enable damage on opposite tribe or prevent damage to same tribe members.
