Solved Admin flying?

I have been in server where the admin is flying and moving around above the ground. As a new Admin How can I do this. I tried looking for a plugin or a command but cant find anything! There must be something for just admins to fly, as i said i have seen it in other servers. Can someone help me with this please

Shift + L and Shift + P does not work for me ? i am able to spawn items and have ownerid . What could be the issue?

Bind a key to 'noclip', took me a while to find out how to fly a round as well.
