Whats the exact file that logs who has priviledges to cupboards?

 

None, it's in the main save file that you can't read

 

You can extract the information using a plugin for a specific cupboard or all cupboards... but I don't think this info is available any other way, like Reneb said, it's probably in the save file with everything else.
