How to upgrade the server to version DEV?

Firstly Dev Versions are not public. That means that they can have some bugs/issues.
You can download it from https://github.com/OxideMod/Snapshots/blob/master/Oxide-Rust.zip and press "view the full file" it will download the Latest Snapshot.

The OP may be asking about the Rust development branch, in which case those snapshots do not apply.
