Upgrade Compiler to Mono v5+ and C# 7.0 In plugins?

    Wulf, what about upgrade Mono to 5+ and provide support C# 7.0 in plugins?
    We want use all C# features in plugins )

    Everything is on GitHub, otherwise not really as it involves getting it to compile on the CI server.
