Unable to build foundation stairs

This last update made it so i cannot build foundation steps underwater. I like to build bridges and things. Is there a way i can fix this? Or can anyone else tell me a way to get a foundation half level down from the one next to it? the only way i have found is using stairs then building foundation at the base then remove the stairs and place a foundation. fill the drops in with blocks then you have a nice even foundation to build on.

I don't seem to have this problem but try using the build plugin, it will allow you to simply put foundations in a straight line ignoring terrain so you don't have to bother with the sanity checks. Good for admin work only obviously.
